It can, but hydrocortisone is not ideal to treat PN.
I'm happy with my current treatment plan. My dermatologist and I have open communication which is critical when having a chronic condition like PN. I hope that you all find a treatment plan that works for you! If for any reason, you feel that your treatment plan is not meeting your needs, please speak to your dermatologist and advocate for yourself!

Pearl, my personal approach is to use Rx topicals to deal with the nodes, major itch, etc. I use Triamcinolone and Clobetasol which are steroids, but never for more than two weeks with a two week break between. During that break, I use Tacrolimus, a calcineurin inhibitor, which I think is the best. You can also use it along with a steroid cream as it has no limitations.
The last option that I use is Opzelura, a JAK inhibitor, which can help promote healing, but can only be used on 20% of the body at a time.
For itch that breaks through the medications, I use OTC Pramoxine HCL 1%, sometimes with zinc or menthol, and Lidocaine 4%; both topicals.
Also, because I have a pool, I use it as often as possible as it seems to soothe the itching for some time even after I am out. I have also soaked in my tub.
If you haven't, try oatmeal baths. They are helpful for me.
